ანოტაცია.

საქართველოში დასაქმების სახელმწიფო პოლიტიკა წარმოადგენს სოციალურ-ეკონომიკური განვითარების ერთ-ერთ ძირითად კომპონენტს. ამ პოლიტიკის მიზანია შრომის ბაზრის სტრუქტურის გაუმჯობესება, სამუშაო ძალის ეფექტიანი გადანაწილება და რეგიონებში თანასწორი ეკონომიკური შესაძლებლობების შექმნა. მისი განხორციელება ეფუძნება როგორც ცენტრალური, ისე რეგიონული ინსტიტუტების კოორდინირებულ საქმიანობას, რაც პოლიტიკას მრავალდონიან ხასიათს ანიჭებს. აღნიშნული პოლიტიკა ეფუძნება შრომის საერთაშორისო ორგანიზაციის (ILO) რეკომენდაციებსა და ევროკავშირის დასაქმების სტრატეგიის ძირითად პრინციპებს, მათ შორის, შრომის ბაზრის გამჭვირვალობის, გენდერული თანასწორობისა და ადამიანური კაპიტალის განვითარებასთან დაკავშირებულ მიზნებს.

სტატია იკვლევს დასაქმების სახელმწიფო პოლიტიკის რეგიონულ განზომილებას საქართველოში,  უწყებათაშორისი კოორდინაციისა და პროგრამების განხორციელების ანალიზზე ფოკუსირებით, რეგიონულ დონეზე.

კვლევის სიახლეა დასაქმების პოლიტიკის განხილვა არა მხოლოდ როგორც შრომის, ჯანმრთელობისა და სოციალური დაცვის სამინისტროს პირდაპირი პროგრამების ერთობლიობა, არამედ როგორც ინტეგრირებული მოდელი, რომელშიც აქტიურად მონაწილეობენ სექტორული სამინისტროები (სოფლის მეურნეობა, რგდს, ეკონომიკის სამინისტრო და სხვა).

გამოყენებულია აღწერითი და შედარებითი ანალიზის მეთოდოლოგია, რომელიც ეყრდნობა 2020-2024 წლების ოფიციალურ სტატისტიკურ მონაცემებსა და სამინისტროების ანგარიშებს. შედეგად, გამოიკვეთა, რომ პოლიტიკის ეფექტიანობა რეგიონში განპირობებულია პროგრამების მრავალფეროვნებით, მაგრამ მთავარ გამოწვევად რჩება რეგიონული მონაცემთა ფრაგმენტულობა მუნიციპალიტეტების დონეზე.
